SS Leaders

When I try finding the early war SS leaders, all I see under the Random Counters tab, is the frame with no actual counters in it

Are you using PG Uber 4.3? Are you using Vassal 3.7.8 or later? In shared play, have you and your opponent both loaded the Leader German SS Sinister Forces extension? (It should be version 4.0 for both of you in shared play.)

Yes, sir, to all of the above. Can only see the SS leaders from 1943-45. Note the earlier versions for 1939-1942 under the random counter tab.

Is there another way to access these?

USPS just sent me an update text. I should get get Fire and Sword: Uprising & the Liberation 1944 book next Wednesday. That will cut my 33 item list down to 31. Gunny should be happier about a week after that.

Uprising is in the library and has a Vassal game package. So does Liberation '44, 2nd Edition for that matter.
