I agree with you about not using the traditional, light infantry hunting horn to identify irregular formations.

 Maybe try the typical, infantry cross-belts, but place a super-posed letter by insurgent/rebel/partisan nationality, e.g., a capitol C, for the Cuban guerrillas/insurectos and s capitol S, for the Spanish guerrillas?
