They can help with activations---so being able to reach more units is important....so behind could be advisable...
remember---units can't advance on enemy units unless activated by a leader---so you need them in the area where fighting is happening....
Being in the ASSAULTING hex or ASSAULTED hex is key for soviets.....they are so screwed in most Assault situations any and all leadership is needed...
But, once they are in an Assault hex, they can't do any activations outside, save to bring units into the hex...so you'll need other leaders in area as well...
One thing to be very careful of is decapitation.....
Leaving Soviet Leaders in hexes where Large amounts of German Arty can hit them can result in Bad Ju-Ju for command and control of the Soviets....
