Positioning 0-0 leaders

To the first question, not much. The advantages are being able to assault and being in a better position for assault combat, and slightly decreased vulnerability to being alone.

You could reposition them prior to an Assault though to get the advantage. I'm really mostly looking to the impact of early war Soviet leaders who appear to frequently be 0-0 rated leaders
