[Rules] Commandeering an enemy truck?

There is nothing in the rules about using enemy trucks left unattended. See 5.31 Harmless Enemies for the rule.

A few scenarios include special rules for trucks (typically supply trucks) but I don't recall ever encountering a scenario in which trucks can be used by enemy units.
