Simply answered, PG has been in print for 15 years from a company that never had an art department that could call a meeting, determine the series color palatte in advance (I'm sure Mike and Brian weren't concerned with Hyderbadi livery patterns in 98-99 when the series was in final pre-release development). Avalanche changed its nature and its product lines several times of the last 20 years, and even the technology for producing and (more important) preserving art has changed radically in the 21st century.
