Saipan terrain
What exactly is a marsh? Looking at map 83, we assume the green hexes like 0802 and 1001 are marsh. The blackish ones, 0902 and 1002 are swamp.

Now we get to the TEC. There is rice paddy/salt marsh. Are those the correct effects? Or should there be a new entry?

RE: Saipan terrain
I have "Swamp" as Foot - 2, and prohibited for Mech troops, with a +1 for DF, BF and AS. I also have "Marsh" (written in) as a Foot - 2, Mot - 3 and Armor -4 (which, in retrospect sounds like a Gunny's decision from a long-lost game) and the same Combat Effects as the "Swamp" listing.
I would say (another "Gunnys best guess") that the two are the same and I wouldn't worry about it at all. Now all we have to worry about is the difference between the two movement(s). Then again, it's just one of those things that come up and gets resolved as we go along. Yes?

RE: Saipan terrain
I actually found a rule in the 1st edition of Saipan.

Marsh
Terrain is all but impassable to non-amphibious vehicles.
Each time a non-amphibious vehicle enters a marsh hex,
the owning player rolls one die. On a result of 5 or less the
unit becomes mired in the marsh and is destroyed. Add 1
to the die roll result for mechanized units. The MP cost for
Foot is 2, Mechanized 3, Motorized 4. Units may not Dig
In (16.2) in marsh hexes.

Must be where I got the "Foot - 2, Mechanized - 3, Armor - 4" (with the last two reversed). However, the odds against "taking on" a marsh hex makes it moot.

RE: Saipan terrain
I dealt with a similar mire rule in Sword of Israel. I pretty quickly decided to never send my vehicles into that kind of terrain.
