So, it's turn 3. The Soviet's get their reinforcements. The rules say I can take the Lt and make it a cavalry leader. Does the Lt stay out and placed on the unit or does a cab unit change to a leader?

You take your reinforcing Russian LT and right-click on him. There is an option in the menu to make in a cav leader. Alternately, you can select him and hit Cntl+H. He is cavalry leader when he has the little horse symbol on the counter.
