A full strength Soviet BT-7 takes an AT hit that eliminates it.
The scenario rules says "German objective is to kill 5 Soviet steps, T-34s count double." 
May I assume that the BT-7 is only considered 1 step loss?

Also, a hidden unit that moves becomes visible. If it moves into woods hex that the enemy can't spot, the once hidden unit is NOT able to go back to being hidden, correct?

Perhaps I have been playing this wrong over the years, but I would think that the full strength BT-7 being eliminated would count as 2 steps. One for each step eliminated. Whereas the T34, counting double, would count as 4 steps if fully eliminated.

Generally any tank, including tankettes, would count double. In this scenario, only the T-34s count double.

Yes, but in the proposed situation, 2 BT steps were eliminated. To me, normal counting would be 2 steps eliminated; double counting would be 4 steps eliminated. Counting the 2 BT steps being eliminated as only 1 seems to be half counting to me...

The loss of a full platoon unit is ALWAYS 2 steps.

The loss of a full "Tanks count double" unit is ALWAYS 4 steps...

The BT-7 in this example consists of two steps---but one UNIT.

If the count is steps----it's loss is 2 steps
If the count is units---it's loss is 1 unit.

Steps <> units.... (save for weapons where they are only 1 step)

The official Hidden optional rules talk about units coming onto the board when they are "revealed"....
There is no consideration given to going "hidden" once revealed.

I think this reflects enhanced preparation---much more then just being a unit in the woods--you are a hidden unit in the woods....
You can't do that in period of game, it would seem it's game set up condition...

Having been revealed in the woods----you are known--though you may not be spotted, the opponent knows there is an Infantry/tank whatever over in those woods...
Something they did NOT know before it was revealed....

So---No, you don't get to be hidden, but you do become "unspotted".....
