I think SER units are the service battalion troops. The Japanese called them Setsueitai. I think they are over rated in the game, because they are barely trained, seriously under armed, and a large percentage are foreigners.

They built the entrenchments, dug the caves and leveled the airfields. When the Americans came they were given rifles and hand grenades and told to take as many Americans with them as they could. Considering the lack of training they actually "performed" well if you look at it from the Japanese point of view. They absorbed losses and forced the Americans to have to pay attention to them, often at the expense of paying attention to forces that were effective, to the Americans' detriment.
The involuntary construction battalions, made up of inductees from the colonies (Korea and Formosa) explains why there were so many Korean dead at Saipan. SER troops are present in 5 additional historical PG games as well as the hypothetical Waltzing Matilda.
