There would be an advantage for the G/A/B in on board fire with LOS to the target. Then it would be +2 and they would only hit on a die roll of 1-3 while non G/A/B would hit on a 1-4. Maybe that was the intent.
Couple things to note, first you are now rolling 2d6 rather than 1d6, " If friendly units occupy a hex adjacent to a hex targeted for bombardment, the owning player rolls two dice for each such hex". Second add one to the result of the diceroll, so a 5 becomes a six effectively and so the roll will be between 2 and 4.
What changes is the hit percentage 10/36 for standard roll down to 3/36 for self spot and G/A/B as well as the the rolling of the damage on the same firepower column.
