According to the rules units exiting the board may not re-enter play.

But an AFV Flamethrower may exit the map and replenish its supply. It must exit a friendly-controlled map edge however and remain off the map for six full turns. It can re-enter the map on the seventh turn and receive the modifier again.
Is this an exception to above rule then?

In the example of the entering units the first stack moving off road would pay two MPs to enter the first clear hex while the second stack would pay four MPs, and so on.
Wouldn't this be rather 1 MP for the 1st stack and 2 MP for the 2nd stack? I thought you only have to pay 1 MP for entering a clear hex?

It IS an exception. Those units that have to go offboard to replenish all are.
