Fog of War with cards

When one clicks the fog of war button, the result comes up with the statement "Fog of War with cards."  What does the "with cards" mean?

Matching a 3 dice result with a number was difficult. The functional solution was to make a deck of 216 cards of appropriate numbers. When one clicks the FoW button, the system randomly pulls a card and displays it.
