Two leaders may be designated motorcycle leaders with a movement allowance of 12. (Designate motorcycle leaders as you would cavalry leaders.)
What is meant by the bold text exactly? I right click on a MTC but nothing about leader shows up.
Right click on leader. In the menu options there will be an entry to make him a motorcycle leader.
It isn't necessary to designate any leaders as motorcycle leaders. The advantage is that they move a little faster, with a motorized movement of 12. Keep in mind when you make that decision that a regular leader can ride along with an MTC unit he is stacked with.

When you right-click, the menu entry may say "Cavalry Leader" , not "Motorcycle Leader" . Ctrl-H will also work.
Of course it says cavalry leader. That is what the instructions indicate. Motorcycle leaders are a bit of an anomaly in the game, cavalry leaders are much more common.
