These are the reasons why a regular leader can not add firepower from AFV's in adjacent hexes:
Its because they can not activate them.
3.33 Regular Leader Limitations
Similarly, Regular leaders can't activate or direct AFVs (except APCs) .

However, they can activate together in the SAME hex because of this:
3.11 Individual Units and Stacks (part copy of rule)
An individual stack (everything that's stacked together in one hex) may also activate with or without the assistance of a leader, no matter what types of units are in the stack
