Movement question.
In scenario 4 of "Dragon's Teeth", the Americans come on the South edge of board 22, on the road. The Germans begin with a group on board 23 as well as a group on board 25. Given the "winning parameters" of the scenario, it would seem to indicate that to make the scenario evenly matched, the Americans should get the first turn. That, at least, would allow the Americans to get on the board and begin to make leeway toward the objective(s) of the scenario.

IF, however, the Germans get the first couple of moves (per "Initiative" rule), it allows the Germans to set up an excellent ambush on that one hex that the Americans HAVE to come in on. As it happened, the Germans got two moves and the restriction of setting up on boards 23 and 25 was no restriction at all. Worse, the Americans HAD to continue to walk into the ambush.

This made the scenario MOST lop sided and guaranteed to defeat the Americans. My questions are:

1. It there a rule that restricts any movement by the "on board" player at all until an "off board" unit comes "on board"? (I can't find one.)

2. If no for the above, shouldn't there be a scenario change made that allows the Americans to come on, say, within 5 hexes of that road hex? (That, at least, would give them a fighting chance.)

I'm rather curios at to what the other PG players think.
