The rule says units spotted and in range, so maybe not. Then, would a lone leader moving be subject opfire?

Reading through the definitions in section 1.2.....I think the differentiation that leaders are not units may be questionable....
they are not Combat Units, clearly--- 
The FOW variant which does not require them to roll if demoralized if FOW ensues I think stands on it's own, but 
All references to "units" would have to apply to leaders as well...don't recall this morning where other issues arise.
