Totally agree. Clarification is indicated if another player simply doesn't know the rules and attempts an action inconsistent with them. Once the rule clarification is politely documented to the other player, they should either graciously accept said documentation or agree to a die roll for resolution. A "rules lawyer" is the one who then calls the rule silly or inappropriate and tries to do an ad hoc house rule.
