Not to be too hard on AP, but I have seen where the whole hobby is but a small niche in the general "market", as such, just a couple of bad/marginal publications could put someone out of business. THAT'S how fragile the market for wargames is. So. (I can see.) where AP would "presell" games/modules to see where the interest might be. Unfortunately, that is exactly where the hold up in getting out the games with any alacrity comes in. (Which pisses off a LOT of potential and actual customers.)

I don't know where the answer is. I see (at least) three areas in which a company like AP has to be good in: Marketing, Design and Production. The Design side of things are pretty much well in hand (and, incidentally, keeps me on board). Marketing could use a bit of experimentation and forecasting. Maybe something as simple as a "what you would like to see" inquiry included with every purchase would be in order.  Production seems to be ensuring that all the pieces fall into place, at the time they are needed.

Then there is the Finance side of things. I see where this might be the biggest problem AP faces. AP is small and might very well be under capitalized. Solving THAT might prove to be the most daunting problem of all. One could sell stock in the company... it would give the owner some leverage in what and where to sell... but where would one find some investors willing to "bet" on AP? 

... and life goes on.
