Would someone please enlighten me on why I should order a new game if it requires pieces from an out of print game?

You have a general point there. In this case though there is nothing finalized and by the time it is ready to go, the out of print titles may well be back in print, or the counters needed from them *may* be in some as yet un announced game or the counters may be brought into the game itself. With APL there are so many ways to move counters around or build out new games, you really have to wait till everything is out to print and then re-evaluate.
