Not sure if there is any way to have it not do that.

Not any way which would produce a better result. The option was to make them like the extension documentation, that makes them less accessible for quick reference.

I assumed that would be the case. I think the core cause is the odd way that Java does window ordering. Lower level windows pop up like it was Unix and then get a drop event and pop back down.
