[House Rules] Dismounted operation in PG

Not sure about allowing all leaders to lead dismounted cavalry. I kind of like the challenges associated with working within established leadership chains.

It has long been established in PG, that regular leaders could activate cavalry and apply their modifiers to cavalry units. What they cannot do is order cavalry charges (I think I would apply that to overruns too), or move with them when activating from an adjacent hex. So without a cavalry leader, you just have mounted infantry with poor weaponry.
