Personally I think that desert rats rule were not enough "punishing" infantry movement. Tracked veihcles should roll For mire and wheleed ones should not be allowed to enter hexes wit wire.

Agreed... My experience as an infantryman supports your proposal. With wire there should be a rule for breaching and not full removal. Breach allows units to move without negative effects, however, would incur negative combat modifiers (I.e. a +1 column shift for opportunity fire against units moving through a wire hex.
