Leader ordering assault

The 4th Ed. rules indicate that only "good-order units directed by a leader of their own type" may be ordered to assault. Can a disrupted leader still order good-order units of his own type in his own hex to assault an adjacent hex as long as he does not enter with them? Or do the rules presume the leader must be in good order also?
