ALL fractions are rounded up. Half of a HMG of 11 is 6. Half of an INF of 5 is 3. Etc.

Up. Section 1.2 under "Definitions":
 
Quote:Fractions: Many game functions require that numbers be halved or quartered. All fractions are rounded up by individual unit. For example, 2 1/2 becomes 3, as does 2 1/4.
