Do Leaders W\O Modifiers Need MCs?

Should leaders with zero modiers undergo morale checks per the “after you, sir” clause (4th ed. 14.12)? Why this question? If such leaders do not undergo these morale checks, then they might remain in good order status. In Assault combat, this would preserve leaders to be eligible for the +1 column shift.

They probably should still get their MC first regardless of the modifier value.

A leader with a unit or units which are required to take morale checks also do so. Modifiers are irrelevant on that point. The order of checks in rule 14.12 would also be irrelevant, but the morale checks would still need to be made.
