Tulagi Map - Towns or Villages

Are the "inhabited" hexes on Tulagi towns or villages?  I don't see village in the Guadalcanal terrain rules/TEC, and they don't have red roofs, however they were basically a bunch of huts, so I'm not sure which they should be.  Has there been any guidance on this?

At the time Guadalcanal was printed, there were no discrete Village rules. I tend to play the terrain as it was when the module came out, so I was playing these as town hexes. 

I don't know what people are doing when playing it with 4th edition rules though.
