Maximum Initiative
Am I forgetting something that explains why the initiative counter on the turn track rolls over after initiative 5?

Granted an initiative in excess of 5 doesn't come up much, but I'm left scratching my head as to why the limitation is there.

The initiative counter is for tracking the current initiative of the side. I have never seen a scenario where a side had an initiative higher than 4. I made it able to go to 5, just in case it might come up some day. If you are using it to record the number of activation a side might get after winning the initiative in turn, that's okay. Not the intention, but it's okay. Just make sure you and your opponent agree on the usage.

By coincidence, the first scenario i played via Vassal following the mentoring scenarios was EFD #8, which has the German initiative starting at 6.

I really don't know if that is the highest, but its the highest that i can recall.

Initiative 5 is fairly common in the Guadalcanal scenarios that I am currently working through.

It is odd that the scenario is named Hammer of the Proletariat, but the division that actually got that nickname is not present.

The scenario is using the Hammer of the Proletariat name just to refer to the T34. That scenario was the first in that module to use it.
