Opportunity Fire After Passng (13.0)
Can one engage in Opportunity Fire after Passing? I suspect that the answer is no. This is is strongly indicated in 13.1 in the Opportunity Fire Procedure(13.1; 4th ed.), last sentence in the first paragraph. If this is true, it appears that the system has quite a loophole. If side A has more units than side B, it can simply wait until the end of various activations, organize an attack, and move it’s forces into attack positions after side B runs out of activations. For example, it can move up into Assault positions.

If side B, the weaker force, is allowed Opportunity Fire after Passing, side A would be forced into a more cautious approach.

Am I missing something? Comments? Answers?

Yes they can. The clause you are referring to only applies to a unit which has conducted 1 OpFire. I think it should say that the unit may not activate in the current turn, but may conduct a second OpFire.
