Fall Rot
A PG game that we'll probably never see, but should.  The depleted French army fought hard on the Somme line.  What if Churchill committee to full support of Weygand's army?  With Dunkirk we will have the units to try it.  The Wehrmacht was tired, their troops messed up by multiple days of Meth, and every kilometer put them farther from resupply.

How would you model these qualitative deficiencies? Taking your description at face value, I don't think initiative and morale numbers alone are adequate.

You could knock the German fire teams by a column, or infantry by a point. Start with more reduced units, and make recombining problematic.

Since the French have 3 levels of Infantry, shift the base OB downward.

Some good ideas there, Peter. I didn't consider adjusting counter values.

This is a bit extreme, but would be interesting: German units attack as (current morale level) but defend as (next level below current level). So good order units defend as disrupted, and disrupted defend as demoralized. Defending in this case would be when receiving fire or being assaulted.

"Road to Dunkirk" includes some scenarios depicting the vain engagements of British armor on the Somme river from 24 May to early June. These battles were fought against the stubborn German infantry (only) holding the south flank along the river while the panzers rushed to the sea. Not so tired infantry but some panic in front of the Allies' armor.
Fall Rot (from 5 June and on) saw the panzers returning and driving south from the Somme river against French hedgehogs. Massive French heavy armor counterattacks could save the day at that point but it was all spent. British armor was too light to weigh in that battle.

Road to Dunkirk actually has a full battle game covering the activity of the British during Fall Rot.
No "minor" country left behind...
