Peter and Larry have answered the question as posed. Allow me to elaborate on the reasons:
In the Dark Ages Before PG-HQ Existed I approached APL with a rough outline of my concept for the site. At the time APL was even more paranoid about their intellectual property being stolen than they are today, if you can believe that. In order to gain permission to reproduce much of the PG content on this site, I proposed omitting enough information to make scenarios unplayable without ownership. This key information boils down to scenario setup instructions, victory conditions, and OOB individual unit totals.
Ultimately, it was a great compromise. I believe our Library's scenario pages provide enough information for a prospective player to decide if they really want to dig out that box/those boxes or not, while still ensuring ownership is required for play. So we can tell you that you'll be playing with T-34s, but not how many.
