Enetering the Map and FoW

Are units required to enter the map on the turn the scenario instructions state?

I say that because some of the FitS scenarios say :they do not have to enter on the same turn."  So I assume, if that statement is not included for reinforcements, they must enter on the turn indicated or rolled for.  The rules seem to be silent on this.

So, if Fog of War is in effect, what happens if FoW is rolled before reinforcements come in that are supposed to enter that turn?

They enter next turn. 

We changed the verbiage to "Enter on Turn X or later ... " on many scenarios we worked on.

Is delayed entry of reinforcements always an option, in all PG scenarios?

Technically no. That said, I think it should always be an option. I think of it as a sort of off-map movement option.
