So....
Demoralized Russian Tanks....a few...

They do not need a tank leader to recover, but can self recover, correct?

Tank leaders have no impact on recovery, other then activating adjacent hexes
   to roll for activation, as we understand it.

As well .... those Dang KMS are NOT impacted, may not be influenced, by tank leaders to activate if 
they are adjacent---regardless of them having a 0 Armor value---(are they an AFV? there was a previous question)...

Functionally all tanks recover on there own. It may be initiated by a tank leader or self/hex activation.

Any regular or tank leader may activate a transport unit. By omissive definition, it seems that AC leaders cannot.
