Foot Movement in River + Forest Hex

Foot Movement in River + Forest Hex
Every once in awhile there is a river + Forest hex, like #0614, board #6. Assuming this hex was a minor river and heavy forest , the movement into the hex for foot traffic would be 4, am I right?

Could any foot unit move into this hex?

The maxim is that base terrain costs do not add, but the cost terrain type is used. So minor river heavy woods would be 3, minor river normal woods will be 2, minor river light woods will still be 2.

As far as units moving into terrain which has a higher cost than a unit's movement allowance, the unit may expend its entire movement to move one hex in such terrain, unless specifically prohibited from entering. For example an HMG unit could move 1 hex in heavy woods.

5.0 Movement
The active player moves his or her activated units ONE AT A TIME from hex to adjacent hex. Exceptions: A leader may choose to move with a unit he activates (including fleeing with it if it fails to recover from demoralization,6.5314.31, and a unit being transported moves at the same time as the transport unit carrying it (5.6). A leader may ride with non-transport units that have higher movement allowances than the Leader (for example, motorcycle units).
A unit's movement allowance is printed in the upper right corner, except for Leaders, who have a movement allowance of 4, and Cavalry Leaders, who have a movement allowance of 6.

Units spend movement points (MPs) from their movement allowances to enter hexes, paying the costs specified on the TEC.
A unit only pays the MP cost for the most expensive terrain in the hex unless the TEC says otherwise, or unless the unit is moving along a road or crossing a bridge (5.2). A unit may not exceed its movement allowance in any action segment unless it moves only one hex. A unit with a movement allowance of at least 1 may always move one hex no matter how much it costs to enter the hex. However, some terrain like rivers may block movement (5.72). Activated units which began the action segment in the same hex do not have to move together.
