Do trucks and jeeps with MG's count for Victory points in scenarios that indicate that "jeeps, prime movers and trucks don't count"? Or does the weapon change the basic vehicular property and make worth points?

If you are referring to La Campagne de Tunisie, TruckMG and JeepMG count as victory points.  

Once again, I should have been more specific but missed it because the units were already different in my mind.

Weaponized vehicles, whether portee or specific counters, do count for victory points and other loss considerations, such as steps lost against initiative.
