I found the problem. There is now a v1.1 for the German leaders.
It was one of those Vassal confusion things. It for got the map setup, even though it can one map (the leader board), and there is only one map, and I set the default setup (of the one map). I guess I did something to make it forget.

The German leaders were not built on v2.3, the Maps 26-33 were.

Anyway, grab the new version from the library.
