Was looking back at the 4th Edition Demo Scenario and noticed that on that scenario the fired artillery counters return to the holding area in two different stacks, one for each side.
May want to look at how that is set up. Makes it easier to sort those out after a turn is reset.
That is also in Uber. Because of a holdover from a failed attempt to have nationalities float the player's side, they only go to respective zones in shared play in v2.3. I'll be simplifying that in the next update.
