Probably for Matt. The victory conditions read like this:
German Minor Victory: ... AND Control either all town hexes or all hill hexes on Boards 4 and 5 at the end of play.
German Major Victory: ... AND Control either all town hexes and all hill hexes on Boards 4 and 5 at the end of play.
I am guessing the "either" for the major victory should not be there.
