I've been asked as a neutral to do a leader draw for 2 skype players for scenario # 17 "Piercing The Iron Line"

The scenario asks for 8 German captains in the OOB, but I only seem to have 7 in my FoF leader bag. Have I misplaced one or is the scenario requirement in error ?
