Using academy scenario 5, map 5. There is an East and West major river. Hex 0609 has a bridge. I would think that a tank could not enter hex 0509 to enter the bridge. On the north side of the river all bridge crossings would have to be from hex 0608.

So the Green arrows can all enter....NOTE that if you are entering from River hexes---you PAID river hex costs to enter those hexes.....
The White show where you can go....IN FACT you can go back ONTO the river hexes as well on either side---again, you pay river costs...
200 yards....5 tanks/platoon......maintaining distance in obstructed terrain....all possible...costs MP....
Your picture requires me to signup for DropBox. As such, I have not seen it. So I will address you question in more general terms.
Any unit can move into a major river hex, but may not move to a hex on the opposite side of the river from which it entered with a bridge or utilizing the river crossing procedure (Rules 5.72 and 5.73). Thus Soviet tanks tanks may enter hexes 0509 and 0709, paying 4 MP to do so. I would rule that moving to hex 0609 (bridge hex) should also be 4 MP, as the tanks are moving along the river. If moving to 0609 from 0608, 0510, 0610 and 0710 treat the bridge as moving from a clear hex.
... More and more, people around the world are coming to realize that the world is flat!

He means " it entered withOUT a bridge or utilizing the river"...and the point about paying to move ALONG the river is really easy to miss---but moving onto bridge from same side river hex costs river movement....
