4th ed recce bonus spot
  Can recce units place their bonus spotting marker at any time, or is it perhaps restricted to when they are activated?  If it happens when they are activated, can it be placed at any time during their activation?

I took the rule to mean when activated but at any time during the activation.
No "minor" country left behind...
