11.4 Special Aircraft Anti-Tank Fire question.
The rule says: "For every result of 6, the Anti-Tank Fire inflicts a step loss on one vehicle in the hex. For each step loss inflicted, the firing player rolls an extra die. On a result of 1 through 3, the enemy player chooses which unit takes the step loss. On a result of 4 through 6, the firing player chooses which unit takes the step loss."

It mentions nothing about a morale check.  In all other instances when AFVs take a loss, the survivors take a M2 check.  However this rule is silent on morale checks.  Right now, I guess I play it as written, however I'm wondering if this has been clarified to say they do take a M2 check.

In shared or face-to-face, I have always rolled a M2 check if ANY unit takes a step loss in a hex no matter if it was inflicted by AT, BF, DF or OPFIRE.

So if a tank unit is stacked with an infantry unit---and the Tank unit takes a hit (does it matter if 1 step or unit killed) from AT fire--
I have not, to this point, forced the infantry unit in the hex to take an M2 (that I recall)

How is this different?

What specific rule is compelling you to do so?

Hmm, it seems to me that if a 2-step AFV takes a hit from AT fire, where one can only target the AFV with an AT gun or a hand-held AT weapon (panzerfaust or bazooka) for example - ONLY the unit taking the hit makes an M2 check. It would not affect the other units in the hex. AT fire only affects the armored unit being targeted, so that would be the only unit in a given hex having to throw an M@ die roll.

On the other hand, an artillery strike or direct fire against ALL units in a hex resulting in a step loss WOULD require an M2 check. IN OPFIRE, only the moving unit targeted by the enemy would have to throw an M2 check. if it loses a step.

I concur with this opinion in a general sense, but note the important exception of AT fire-related hits in a hex that also contains personnel units. Hits from armor piercing weapons on AFV's, would only cause M2 determinations for the armored vehicles involved, not other units or leaders in the same hex.
