They march on paper
I've entered the formation data for both versions of August 1914, Fall of Empires, Franz Josef's Armies and Block Mountain.
Something I did, which is different from the regular PG series, was to create the corps to which a unit may have been attached. I think it adds structure to the formation lists.
The Russians were a little weird in that they have "Army" corps, which is what everyone has. Then they have Siberian Corps, Caucasian Corps, and 2 or 3 other such corps, which are just like "army" corps, but not army corps.
The Austro-Hungarians were even weirder. All their corps are under the Imperial and Royal Army, but some divisions and brigades are drawn from other armies of the empire. This sometimes made a formation having 2 parents. Such as the 13th Landwehr Infantry Division drawn from the Austrian Landwehr, but is subordinate to the 2nd Corps.
