Since you know the extension is deactivated, I assume you know how to get to the extension list. Right-chick on the extension name, choose Activate from the pop-up menu.

Never mind, there was an issue on my end. Don't know HOW, but it's fixed. I can ACTIVATE and DEACTIVATE extensions.
The DEACTIVATE is grayed out. Not sure if that means it's active or there is an issue on my end.
