More Aircraft vs Closed Top AFV Inquiries

SO!

Germans roll a 5 and a 5 for Random Aircraft Draw and a 4 to see if it hits the hex.
So far so good - The Huns get a Plane and it actually attacks.
The Plane is a JU-87. 24 FP on the Direct Fire Table.
The target is a hex with [2] T-34A only.
The Roll is an 11 on the 45+ column for a "2X" Result.
Rules As Written 15.11:
If the aircraft scores a 2X or 3X result on the Direct Fire Table versus a hex, he may target one of those step losses to ANY AFV in the hex, not just an open-top AFV.
So does the 2X give the attacker 2 Step Losses to the closed top AFV's or only 1 step loss?
