seems appropriate---that does not mean it can move--drop and inf and fire---that would be a move activiation...
Why don’t you opt for the Fire & Move optional rule ?
As written the rule is in reference to well trained combat units that fire/move....Efficient, or post 43.
Broadening the interpretation to include "trained transport crews" (they are trained to do this) during any period? for all?

Is this stretching it too far?...maybe better then a new rule---this is augmenting the class of unit this advantage applies to
