Just a guy on a crusade who gives "1" to games that rated a "10" by their designer. He's done it 300 times. I doubt he has ever played any of the 300 games or a real wargame simulating a real conflict by looking at his list.
You can always report him if you want.
As I wrote before, I think the BGG ratings are crap and I learned to read specific reviews and comments before purchasing.

I haven't played the game and I'm sorry I gave your game a 1. I had like 400 1 ratings that I didn't realize I had given out until I noticed the big pile of messages in my inbox. I must have been drinking when I did that, cause its not something I'd do normally and I don't remember doing it. I've went through and removed them all and issued apologies to the designers who messaged me.
