How do you go from change avatar to selecting a photo to use as an avatar?

A year or so the change avatar button allowed you to browse your computer. I'm currently using a smartphone, so don't know if that's the problem or if the system has changed.

Under Change Avatar it offers Custom Avatar. The first field below that should be a "Browse..." button.
