Let's see. Poor weather, rain squalls, night, morning fog, and mud. But no air units.

Any call for them in the scenarios? Or is it something imaginary like "X number times a player may call a XX point airstrike"? Matching up scenario names and/or descriptions, there would be 6-7 scenarios with aircraft. So, is there any sort of call for them?
Also 495 counters would mean 3 full sheets. BotB had 2 full sheets and the marker sheet. How was that configuration.
All that asside, what do the scenarios look like?

No call for any air units in any form. Probably since 30 of the 42 scenarios have bad weather and/night conditions the air craft are grounded . BotB counter sheets should work if I remember right.

There are a couple of references to air power in the scenario lead ins, but no actual assignment of air units in the OOBs. (That I saw at any rate.) I only went through the scenarios once and could be in error, however. Double check me.

To bad. By my analysis, the older versions of scenarios 18, 21, 22, 28 and 41 had aircraft before. The deficit could be rebalanced with more ground troops.
At least the Vassal game package should be easy.
