Yes, it does look like a race. Looks like Matt is going to put pressure on Beast, Driddle has a bit of a challenge to catch up, which might leave him getting sacked, while Beast and Matt battle it out for the "Cadillac and steak knives".

It looks almost certain Beast and Matt will be promoted to Captains in the next round of promotions, with Beast likely winning the bragging rights of being the first to meet the requirements.
